The Governor’s 2018 budget proposal recommends the elimination of appropriations through the Learning Services line monies through KDE for the Collaborative Center for Literacy Development (CCLD). We strongly urge that the Governor and legislature maintain this funding rather than eliminate it completely. CCLD has been a careful steward of its funding, has significantly reduced costs and staff for several years, and is a highly effective center whose programs have advanced Kentucky students’ literacy achievement, as indicated on a number of measures.
